Avon Town Council approves rezoning of two plots

The Avon Town Council met Oct. 21 at Avon Town Hall. View the meeting on the town’s Facebook page and YouTube. The next scheduled meeting is 7 p.m. Nov. 4 at town hall, 6570 E. U.S. 36. 

What happened: The council voted to rezone 12.38 acres of land located at 1662 S. CR 1050 E from a highway commercial and agricultural district to light industrial at the request of Rise Avon. 

What this means: Rise plans to build 16 structures on this land that will house approximately 125 small businesses. They will house small businesses and that will eventually transition to a larger facility. The average time a small business occupies a facility like this is 3.5 years.  Some space may be used for storage for large companies. 

In the town’s comprehensive plan, the land was marked for innovation, and the council said this use falls in line with that plan. The main entrance will be on Ronald Reagan Parkway and will be gated. An emergency road will be constructed off of County Road 1050 East. 

What happened: The council voted to rezone a parcel of land located on the south side of County Road 100 North and east of County Road 900 East from Residential 1-A and Residential 2 zoning to a planned unit development. 

What this means: Pulte Homes of Indiana will build a subdivision called Brookstone that will contain 152 lots with detached single-family homes on 81.046 acres. That is about 1.87 homes per acre. The plan commission voted 4-1 in favor of this rezoning with some conditions. To accommodate traffic increase, Pulte will contribute $30,000 toward modifying a roundabout and contribute $97,500 toward widening County Road 100 North.

During the public comment segment at the beginning of the meeting, several Avon residents asked the council not to approve this ordinance citing the following reasons:

  1. They believe there has been a lack of transparency in the planning of this development.
  2. They believe that this PUD is in direct conflict with the other land use in the area.
  3. Some said this land is better suited to a large-lot development.
  4. There is concern regarding drainage. 
  5. A resident expressed concern about how close these homes will be built to her property, a farm that will be surrounded on three sides by this PUD.  
  6. There is concern about the small lots and density of the homes.
